It was conceptualized and formulated by the Ministry of Electronics and Information Technology (MeitY), Government of India. The Mobile Seva initiative aims to mainstream mobile governance in the country. The Mobile Seva AppStore is a government-owned platform for hosting mobile applications. This platform is designed to provide Indian mobile app developers with a platform for hosting mobile apps for delivering public services through mobile devices. Mobile Seva AppStore will be based on service-oriented architecture and cloud-based technologies, using as many open standards as possible. The Mobile Seva AppStore is India's first indigenously developed App Store with a wide audience. The platform is already used by central, state, and UT ministries/departments.
At https://apps.mgov.gov.in, the Mobile Seva AppStore is available for government departments or private developers to host mobile applications related to delivering/providing government and other public services related to health, education, agriculture, financial, online payments, electoral services, social welfare, food, transport, and energy. Through Mobile Seva AppStore, users can access a variety of government/public services from anywhere at any time.
Why do we need Mobile Seva?
Due to the widespread use of mobile phones in the country, especially in rural areas, it has become imperative to make government services available through mobile devices to ensure that the vision of the National e-Government Plan (NeGP) to bring government services to citizens becomes a reality.
Through the national e-Governance exchange middleware, which consists of National e-Governance Services Delivery Gateway (NSDG), State e-Government Services Delivery Gateway (SSDG) and various domain gateways, e.g. MCA21 Gateway and Passport Gateway. NSDG/SSDG or the domain gateway architecture should be supplemented with a framework for mobile governance.
Mobile Seva requires a separate infrastructure because:
- NSDG/SSDG eGov exchange infrastructure needs to be integrated seamlessly with backend departments.
- There needs to be a common interface for various mobile based services, such as SMS, USSD (Unstructured Supplemental Service Data), IVRS (Interactive Voice Response System), CBS (Cell Broadcasting Service), LBS (Location Based Services), mobile applications, etc.
- For delivering services on the mobile platform, it is necessary to generate as well as render the contents because mobile devices present constrained environments.
